Purpose of the job / project
We participate in European project to support the secondary use of genomic data in the context of the European 1+ Million Genome (1+MG) initiative for an innovative and responsible ethical, legal and social implications (ELSI) framework. Our aim is to advise European policy makers in the implementation of a data infrastructure for secondary use of genomic data based on legal research, stakeholder interaction and translation of our findings into ethical, data protection and other legal norms into workable IT and policy solutions in the interest of society. 

You will support, as an ELSI Specialist, the participation of the LNDS in the projects related to the 1+MG initiative, working closely with the LNDS team as well as with European stakeholders in the various working groups and project participants.
What you will do
  • Analysis and interpretation of legal and/or ethical requirements based on legal and ethical norms, review of existing guidelines and, where applicable, case law for the challenges in secondary use of genomic data in the context of the 1+ Million Genome (1+MG) initiative. 
  • Pursuing ELSI by design and default, you will provide analyses of planned operations and workflows of secondary use as well as provide support on data protection impact assessments (DPIA). 
  • Development of policies and technical requirements frameworks to enable solutions for ELSI compliance for secondary use of genomic data in the context of European projects and the 1+ MG initiative. 
  • Development of or contribution to practical tools, templates, guidance, training and other instruments for ELSI compliance. 
  • Engagement in European working groups in the context of the 1+MG initiative, including preparation of content, formal documents, writing of minutes and interaction with the working group members. 
  • Engagement with relevant stakeholders, such as citizens, representative groups (consumer groups, patient associations etc.), data holders, data users, relevant ministries on the national and European level, data protection authorities as well as European bodies - such as the European Commission or the EDPB -, and contribution to consensus building.
Who you are
  • A master’s or PhD degree with several years of work experience, in biomedicine, bioinformatics, or a similar field with experience with ethical and data protection challenges for research and/or data governance. 
  • Alternatively, a master’s degree or PhD degree in law, bioethics, or a similar field with several years of experience in biomedicine or data governance. • Related years of experience: 5 to 10 years. 
  • Working experience, for example, as a scientist, data steward or bioethicist and engaged in that role in finding responsible and legally compliant solutions in a biomedical research, healthcare or data governance context. 
  • A background in data protection by design and default workflows and/or the ethics and legislation of secondary use of data. 
  • Proficient in English. 
  • Proficient in French and/or German is a strong plus. 
  • You are enthusiastic about the legal aspects of data research or the conceptual and/or technical implementation of data protection principles for workflows. 
  • Good communication skills (ability to listen, understand and convey your ideas) and the ability to articulate clearly the ELSI needs to various audience (scientist, clients, internal colleagues, …) both in written form and oral training as well as experience in writing academic papers. 
  • Creative, solution oriented with strong analytical skills and a mindset for quality. 
  • You have critical thinking; you are adaptable and flexible. 
  • You have cultural intelligence and diversity consciousness. 
  • You are conscious about time management (becoming more effective and efficient in how you work).
