Purpose of the job / project
The Luxembourg National Data Service is building its service capacity towards supporting data access facilitation in Artificial Intelligence (AI) development. This development is funded via one of the "AI Factories" (AI Factory Luxembourg) under the EuroHPC Joint Undertaking. Within the scope of this project, a Senior Data Steward will lead the development of new services and contribute to the development of tooling for the project, as part of the service capacity.
Data stewards are part of our service team and work closely with multiple stakeholders, including data providers, data consumers, research organisations, domain experts, and other teams at LNDS. This position offers the opportunity to not only join but also to take part in shaping up the team, how-to, and operations. This role will also support the implementation of functions defined to LNDS in relevant legislations in the future.
As a Senior Data Steward, you will lead the development and delivery of the data access facilitation service to support AI application and innovation, as well as contribute to other related development towards the goal of the AI Factory project. You will collaborate with LNDS partners to understand their data facilitation needs and work with internal teams to create tailored service solutions. Your responsibilities include establishing best practices, selecting tools, developing knowledge content, and organizing community outreach and training activities. You will ensure compliance with data protection and ethical standards in collaboration with the Data Protection Officer and ELSI experts (ethical, legal and societal implications). Additionally, you will coordinate with information security, technology, and data teams to ensure effective service delivery.
What you will do
● Heavily drive the development and delivery of LNDS’ services planned for the project.
● Contribute to other services and the maintenance of LNDS’ DM/DS toolbox.
● Develop guidelines on data access, management and stewardship.
● Contribute to the Data Catalogue of the project by populating, curating, and updating metadata related to data custodians, provenance and use restrictions.
● Implement necessary General Data Protection Regulation (GDPR) accountability measures for data processing activities involving personal data.
● Perform Data Protection Impact Assessments (DPIA) for data processing activities concerning sensitive data.
● Contribute to community engagement and outreach activities.
● Provide training on DM/DS best practices, tools, and related LNDS services.
● Develop internal processes and guidelines to support relevant information security and data protection compliances and certifications.
● Engage in other (inter-)national projects related to DM/DS service development.
● Coach less experienced team members
Who you are
● MSc or PhD in natural science or technology, or social science with technical skills.
● 10 to 15 years of experience, including relevant ones in the following areas:
- data stewardship
- data management
- community coordination, outreach and training.
● Working knowledge in data lifecycle management, FAIR data principles (Findability, Accessibility, Interoperability, and Reuse) and the GDPR.
● Experience in technical writing (white papers, documentation, reports, policies) and content for dissemination to stakeholders and the public (online guides, tutorials).
● Good working knowledge of one programming language (Python or R).
● Working knowledge of command line shell (any OS).
● Working knowledge of basic website authoring (markdown, jinja, HTML).
● Past experiences or exposure to machine learning.
● Proven experience in one or several of the following topics:
- Ethical, legal and societal implications in data-driven research projects
- Designing and implementing organisational risk management processes
- Data requests management of sensitive data
- DPIA (Data Protection Impact Assessment)
- Community building and management
● Excellent verbal communication skills in English.
● Service and collaborative attitude.
● Ability and willingness to interact closely with stakeholders.
● Ability to handle multiple assignments while working independently and effectively under deadlines.
